DEPUTY HARBOUR MASTER

Reporting to the Harbour Master and Director of Port Services, the Deputy Harbour Master is responsible for managing maritime traffic and maritime security throughout the port perimeter.

Key responsibilities

  • Organize and supervise the arrival, departure, movement, and parking of ships in coordination with pilots, tugs, shipping agencies, and other stakeholders
  • Inspect marine facilities for cleanliness, safety, and good order
  • Ensure compliance with safety rules and maritime regulations, and keep ship schedules up to date (including issuance of notices to navigation)
  • Participate in the development, implementation, and updating of the Practices and Procedures (P&P) in accordance with the Canada Marine Act and the Port Security emergency plan and P&P
  • Manage the access control system, including issuance of Port passes
  • Ensure compliance with the legal record-keeping requirements and the proper performance of Port Security officers’ duties (patrolling, control, surveillance, etc.) in accordance with security P&P
  • Assist the manager in the planning, organization, and safety and security on the port perimeter so as to adequately meet the Port’s operational needs
  • Ensure that safety equipment is used, tested, calibrated, and maintained in accordance with the safety plan
  • Actively participate in security planning for special events
  • Replace the manager, upon request, as Canada Marine Act Enforcement Officer and Port Security Officer
  • Perform any other duties as requested by the supervisor

Required qualifications

  • Diploma of college studies (DCS) or higher in operations management and/or logistics
  • Minimum of five (5) years’ experience in the maritime sector, or in a similar position
  • Proficiency in the MS Office suite
  • Knowledge of the application of federal laws and regulations
  • Excellent command of English and French, both spoken and written (bilingual level required)
  • Valid Class 5 driver’s licence
  • Available outside regular working hours, as part of operations, to act as chief officer on call or in the event of emergencies
